Giving inmates a new lease on life

The so-called Blocks of Hope, a hollow block- making project of the Roxas City government, is what’s keeping theinmates of the Bureau of Jail Management and Penology in Brgy. San Jose, RoxasCitybuzy and productive.The project of Mayor Celino makes the inmates wake up every day with optimism. It is giving them hope for a better life, since losing one’s freedom often pushes one to despair and hopelessness.

The Hollow Block-Making Project for Inmates provides skills training aimed at giving financialsecurity to the inmates as well as fostering character- building to the men who lost their access to the outside world. Instilling responsibility and work ethics prepares the mind and body of the inmates to understand the value of their individualities and self-worth.

The Roxas City Government created a livelihood program that is safe and congruent to the physique of men inside the cell. Hollow Blocks for Inmates is a way of providing additional income for these men and their families as well as changing their mindset in life.The LGU of Roxas City believes in change for the better. This holds true in the case of the inmates, deemedthe problem of society.

There are 31 beneficiaries for the Blocks of Hope project, 25.8 percent of whom are married with 28 dependents. The BJMP has a total of 142 inmates and only 31 have willingly signed up for the program with the intention of earning, gaining skillsfor the purpose of physical activity. Hollow blocks -making is open to everyone as long as they are physically fit to work.

June 2, 2011 was the official date for the signing of the MOA between the Roxas City Government and the Bureau of Jail Management and Penology for the livelihood program with a P200,000 budget/ loan payable in 24 months.

The hollow blocks—making is a new endeavor, the first of its kind that give inmates something to be busy about.

The emphasis centers on responsibility, duty, obligation and accountability of the inmates and to increase their level of motivation—from their seemingly hopeless situation toward the betterment of their lives.

In fact, the working area of the hollow blocks –making project is being done outside of the BJMP premises. Yet, none of the inmates has so far tried to escape, which speaks about the changes in their character and their improved outlook in life.

The City Government can see the cause and effect of poverty especially when society lacks education and economic opportunities.



Capiz volunteer groups gear up for UNDAS 2012

ROXAS CITY, Capiz, Oct. 29 (PIA6) – Volunteer groups in Capiz are now set for this year’s Undas: Oplan Ligtas Biyahe.

Capiz Volunteer Action Team Secretary Arnel Van Aleligay said that their communication group in partnership with the Provincial Disaster Risk Reduction and Management Council and the Capiz Emergency Response Team will join the country’s observance of the All Saints’ Day and All Souls’ Day here.

Aleligay said that part of their activities is to provide communication assistance as well as traffic, safety, first aid and medical assistance to the public during said festivities.

He said they have received a directive from the Regional Office of the National Telecommunications Commission to join and support the Oplan Undas for the safe trip of residents.

“CVAT is activating its 24/7 Tactical Communication System for monitoring in coordination with the Capiz PDRRMC and Philippine Red Cross- Capiz Chapter, “he said, adding that the CVAT’s operation in the first and second district of the province including Roxas City will be spearheaded Berwin Yap, Ronilo Tu and Reynaldo Benliro, respectively.

On the other hand, PDRRMC Action Office will be setting up assistance desks in the two major cemeteries in Roxas City, namely in barangays Banica and Cagay.

The said office will likewise be on alert to monitoring and respond to emergencies. (JCM/JBG/PIA6-Capiz)



OVP BAGS OUTSTANDING ACCOUNTING OFFICE AWARD

The accounting department of the Office of the Vice President (OVP) again bagged the award as one of the most outstanding accounting offices in the country.

The OVP team received the same award last year from the Association of Government Accountants of the Philippines Inc. (AGAP), through the recommendation of the Commission on Audit (COA).

COA chooses government agencies based on the quality, timeliness and accuracy of their financial year reports.

“COA’s recommendation for our accounting team validates the efforts of our office in observing honest and transparent governance,” said Vice President Jejomar C. Binay.

“We intend to maintain, if not exceed, this level of efficiency in our accounting processes so as to support and further President Benigno Aquino’s reform agenda,” he added.

In its 2011 Audit Performance Summary Report, COA gave the OVP an “unqualified opinion” on its financial statements.

An auditor gives an unqualified opinion when a financial report presents a true and fair view of an office’s financial condition, position and operations.

Aside from OVP, 15 other government agencies also received the Outstanding Accounting Offices. These included the Film Development Council of the Philippines; the Tariff Commission; the Philippine National Volunteer Service Coordinating Agency; the Food and Nutrition Research Institute; theMetals Industrial Research and Development Center; the National Academy of Science and Technology; the Philippine Council for Health Research and Development; the National Council for Children’s Television; and the National Book Development Board.

Also awarded were San Carlos City, Negros Occidental; Villasis, Pangasinan; Aurora, Isabela; Orion, Bataan; Binalbagan, Negros Occidental; and Monkayo, Compostela Valley.

The OVP team and other agencies received their awards on October 24, during the opening ceremonies of the AGAP convention-seminar in Cebu.

Maayon church undergoes facelift, installs new priest

Recently, the parishioners, benefactors and guests of Poblacion, Maayon, Capiz gathered to celebrate two momentous occasions in the history of their church.

On July 15, 2012, they witnessed the solemn installation of Very Rev. Fr. Conrado B. Palete, Jr. as the new priest of the Holy Child Parish Church. In the same day, they witnessed the groundbreaking rites for the renovation of their church.

The Most Rev. Jose F. Advincula, D.D., archbishop of Capiz, presided the solemn installation of Fr. Palete.

Said occasions rekindled in the Maayonanons and their benefactors their passion and commitment to help renovate their church.

Spouses Ricardo Almeida and Milagros Dullano-Almeida and their family led the donation of a 6,866-sq.m. area for the church lot. As a token of gratitude and appreciation, the Archdiocese of Capiz and the people of Maayon awarded a Plaque of Appreciation to the Almeida family.

With the church renovations begun September 17, the Maayonanons here and abroad have likewise launched pooling their efforts together for a vigorous fund raising campaign.

Local officials led by Mayor Wilfredo Borres and other civic groups and organizations expressed support. Fundraising campaigns are led by Sandra Sorongon, head of the Maayon Parish Renovation Movement.



Army trained on engagement and planning


CAMP GEN MACARIO PERALTA JR., Jamindan, Capiz— Having implemented several Internal Peace and Security plans in actual situation, major unit commanders and staff officers are still taking time here to train for mission planning and Stakeholder Engagement which started recently.

Brigade, battalion commanders and their staff officers are now on a five-day training on Military Decision Making Process (MDMP) and Stakeholder Engagement for the nation's Internal Peace and Security (IPSP) "Bayanihan".

A Technical Working Group (TWG) and resource persons from the headquarters of the Philippine Army in Fort Andres Bonifacio, Metro Manila arrived at the headquarters of the 3rd Infantry (Spearhead) Division (3ID) to oversee the two essential training.

"The mere presence of commanders and triad staff is an indication that we are all accelerating gains the implementation of "Bayanihan". Lets take advantage of the time that we are here to tackle adjustments needed to be made in our current campaign plan for peace on this part of the country", said Mabanta, 3ID commander, during the opening ceremony.

"Our success depends so much on you", Mabanta addressing the commanders present. "We know that pure military solution remains inadequate to address the security concerns of the country, thus gathering more stakeholders is imperative as we 'win the peace'", added Mabanta.

Mabanta further encouraged the participants to internalize lessons to be learned from the training to further impart to stakeholders the government's recent signing of a framework agreement with the Moro Islamic Liberation Front (MILF) as an inspiration for further talks with the Communist Party of the Philippines.

The 45 participants of activity came from 301st Brigade, 302nd Brigade, 303rd Brigade, and the 11th, 12th, 47th, 61st, 62nd, 79th, 82nd, 3rd Military Intelligence and 3rd Civil-Military Operations Battalions.

Security concerns that are being addressed by the Armed Forces of the Philippines are multi-faceted, with the armed capability being only one of their characteristics. Thru the IPSP "Bayanihan", crafted with the stakeholders of the country, there will be a complementary and concerted effort to address the structural issues that fuel insurgencies.

MDMP, a process which aims to develop an estimate of the situation and plan in every military operation, helps the commander and his staffs examine a situation and reach logical decisions and produces integration, coordination, & synchronization for an operation that minimizes risk of overlooking critical aspects of the operation and results in a detailed operation plan. It analyzes and compares multiple courses of action (COA) in an attempt to identify the best possible COA.



Poll gun ban starts Jan. 13

ROXAS CITY— Police Regional Office (PRO) – 6 director Chief Supt. Agrimero Cruz, Jr. said that the gun ban in view of the May 2013 elections will start on Jan. 13.

This was conveyed by the region’s top cop during a recent press conference with local tri-media practitioners in time with the welcome ceremony on the deployment of the Philippine National Police’s Special Action Force at Brgy. Manhoy in Dao town.

“The poll gun ban will be until June 12,” he stressed based on a Commission on Elections (COMELEC) resolution.

Bearing, carrying or transporting firearms or other deadly weapons, unless authorized in writing by COMELEC will be prohibited to ensure a peaceful and orderly elections next year. Only uniformed members of the police, the military and other law enforcement agencies including the Presidential Security Group who are performing actual duties are authorized to bear their weapons during the gun ban period.

Cruz added that use of security personnel or bodyguards by candidates, unless authorized in writing by the Commission and organization or maintenance of reaction forces, strike forces or other similar forces are prohibited.

The PNP official also noted that a PRO – 6 directive to remind all police stations in the region will be issued in view of the gun bun period.  (JCM/AAL/PIA 6 Capiz)

SAF in Capiz to augment gov’t forces

ROXAS CITY—The Special Action Force of the Philippine National Police (PNP SAF) deployed in Capiz
will augment the government forces in ensuring public safety and peace and order situation.

Police Regional Director Agrimero Cruz Jr., who visited Capiz Oct. 11, said the deployment was sought to make the community safe, orderly and secured especially against insurgency.

Cruz requested SAF deployment because of the recent reports on the rebel movements and activities here including the harassments in the community.

He said that the SAF’s operation will not only be in Capiz but also in the boundaries of Iloilo, Aklan and Antique.

According to Cruz, the SAF’s stay in Capiz will be assessed based on the peace and order situation here and if everything can already be handled by the local police, the troop will be deployed in areas where peace and order have to be addressed.

Capiz Gov. Victor Tanco, who also welcomed the SAF troop, pledged all-out support of local officials in the entire province from the provincial, municipal and barangay levels to ensure secured, safe and orderly communities.

Tanco stressed that their presence will improve the peace and order situation in Capiz. The governor also said that Capiz is given the rare opportunity to host the SAF, considered an elite group of the PNP.



Adequate rice supply in Capiz –NFA

ROXAS CITY—Capiceños need not worry about rice, their staple food.

Information Officer Rose Andalecio of the National Food Authority in Capiz said that as of October 4, the rice stock in the province reached 760,690 which could last in the next 139 days.

Andalecio said that of the total rice buffer, the household stocks accounted the highest with 562,800 bags which could last for 103 days while the commercial stock reached 134,270 bags that could feed Capiceños in the next 24.59 days.

The government stock deposited in different warehouses in Capiz totaled 63,620 bags, he added.

Of the NFA’s target of 89,400 bags from January to September this year, they were able to distribute 45,901 bags of rice in the 24 Institutionalized Bigasan sa Palengke and 124 Bigasan sa Barangay rice outlets.

NFA is also intensifying their procurement activities especially this harvest season.

In particular they are reaching out to individual farmers and other farmer groups through Ugnayan, which they conduct particularly in the rice-producing areas to provide the public with awareness on the recent requirements in the selling of palay with the NFA.

To lessen the burden in their selling transaction with the NFA, the government support price is pegged at P17 per kilo of clean and dry palay with lesser requirements especially from the individual farmers.

To date, NFA has bought some 23,846 bags of palay from individual farmers and farmer groups, a figure lower than its target of 114,000 bags for the first three quarters of 2012.



Husband, wife in prov’l board race

ROXAS City—A former Sangguniang Panlalawigan member and his wife are seeking Provincial Board posts in the 2nd District in next year’s elections. Gilbert Ardivilla filed his certificate of candidacy (COC) Oct. 5 while his wife, incumbent Board Member Ma. Emilie Ardivilla, filed hers a day before.

Mrs. Ardivilla was the first mid-term elections candidate in Capiz to file her COC at the Commission on Elections on October 1.But due to lack of several required documents, Wil Arceno, provincial election supervisor, rejected her COC. She completed her requirements on Thursday. She is seeking reelection as an independent candidate. Her husband, on the other hand, is running under the National Unity Party, allegedly affiliated with Liberal Party. Mr. and Mrs. Ardivilla are reportedly living separately.

Gilbert Ardivilla has been a Provincial Board member for nine years. His fellow candidates for Board member in the 2nd District who filed their COCs along with him include Camelo Robles, Abner Falcis and Bito delos Santos.

He refused to comment on the candidacy of his wife. “I respect her right in [seeking] reelection,” he said. Ma. Emilie Ardivilla ran and won in the 2010 elections under Ugyon Kita Capiz after her husband completed his three terms as Board member.



Arrival of elite cops delayed

The arrival of 79 members of the Philippine National Police Special Action Force (PNP-SAF) in Capiz was delayed due to “unavoidable circumstances,” top-ranking police officials said.

Senior Supt. Domingo Cabillan, Capiz police director, said the arrival was tentatively set Friday last week.

The SAF battalion, which came from Mindanao, will have a special operation in the province, Cabillan said.

They will augment the Regional Mobile Group battalion in Capiz, which the Police Regional Office 6 tasked to conduct checkpoints, he added.

Headed by Supt. Mario Baquilar, Jr., the SAF will be based in Manhoy, Dao, Capiz, the former headquarters of 311th PNP Mobile Group.

The PNP’s elite force, SAF is trained in several special military combat-related courses and is engaged in anti-guerrilla and anti-terrorist operations. It also provides support to other police units and executes related peacekeeping functions.

Department of Interior and Local Government (DILG) Secretary Mar Roxas earlier asked Chief Supt. Cipriano Querol, Jr., head of SAF, to deploy a battalion to Capiz. Roxas also asked Mayor Angel Alan Celino to provide brand-new patrol cars to the city police to bolster their peace and order campaign. Roxas also ordered the city police to intensify the campaign against loose firearms.

Same, old faces seek Capiz leaderships

ROXAS CITY—Nothing seems new insofar as the personalities running for public offices in next year’s elections in Capiz is concerned.

For one, the Liberal Party (LP) in Capiz has adopted a ‘status quo’ in dealing with its members. This means that the incumbent local officials under LP will still be its official bets in the 2013 national polls.

Leading the list of LP candidates is incumbent Gov. Victor Tanco, Sr., who is seeking his final term as Capiz governor. His running mate is Vice Gov. Esteban Evan Contreras.

Running against Tanco is Joel P. Longares of the United Nationalist Alliance (UNA), a new alliance headed by Vice President Jejomar Binay.

Likewise, Rep. Antonio del Rosario (LP) of the province’s first district is seeking his last term in the same post, up against Zenon Eslaban Amoroso, running as independent; Jesus Maria Jose Avelino of the National Unity Party (NUP); and Condrado Tinsay, independent.

For the province’s second district, LP has fielded Sigma Mayor Maria Andaya to challenge erstwhile Rep. Fredenil Castro, seeking to reclaim his former seat under NUP.


Meanwhile, the Roxas City race is on between incumbent Mayor Angel Alan Celino and former City Mayor Vicente Bermejo, whom Celino defeated by a narrow margin of 600 votes in the 2010 elections. Bermejo is attempting to regain the mayorship under NUP.

6 Army recruitment exam centers set for WV

More than 2,400 service member aspirants are expected to take the scheduled Philippine Army Aptitude Test Battery (PAATB) and other Army pre-entry examination in six testing centers in Western Visayas in October.

“We are preparing accordingly for the dates set in this region. As we have experienced in Samar and Leyte provinces in August, exam centers had more than 400 examinees each”, said Maj. Joseph Laguna, chief of the Army Recruitment Office (ARO) for the Visayas.

“Unlike earlier examinations in August conducted only for officer-candidates, the upcoming tests will include tests for Candidate Soldier (CS) aspirants. Those who will be qualified for CS training will most likely be allotted to the 3rd Infantry Division (3ID). Officer candidates will train at the Officer Candidate School in Tarlac province”, added Laguna.

“Human resource has always been one of the most important components of any organization. The assignment of exam centers in various parts of the region will definitely broaden the pool of candidates for soldiery as we choose the best among the best for the Army”, said Maj. Gen. Jose Mabanta, Jr., 3ID Commander.

The ARO team will be coming over in the islands of Panay and Negros in October for the scheduled PAATB examinations. The team will be augmented by personnel from the 3rd Infantry (Spearhead) Division human resource office.

Examinations are scheduled to be conducted in six sites on: October 1-2 at the covered court of the 3ID Headquarters in Camp Gen. Macario Peralta in Jamindan, Capiz; October 3 at the Dayao Campus of the Capiz State University in Roxas City, Capiz; October 4-5 at the new site of the Western Institute of Technology in Iloilo City; October 6 at the West Negros University, Bacolod City; October 7 at the Negros State College of Agriculture, Sipalay City; October 8 at the Negros Oriental State University, Dumaguete City.

According to the Philippine Army recruitment website, “Officers in the Philippine Army are Soldiers for peace and progress. Monthly gross Pay and allowances for Candidate Soldier reach P 13,326, 19,062 for enlisted Personnel with a rank of Private, P32,668 for an Officer Candidate to P37,770 once called to active duty as a 2nd Lieutenant.

“A life in the service has the privilege of insurance and healthcare benefits, billeting and housing privileges, job security, leadership and other skills trainings, opportunity for career advancement based on performance, opportunities for post graduate studies both within the country and abroad and an opportunity to lead in the Army”, the Army added.

Those who plan to take the Officer Candidate Course (OCC) must prepare to undergo one full year of rigorous training in soldiery and leadership. Upon completion, the candidate will be commissioned by the President as Second Lieutenant in the Regular Force. To qualify, one has to be 21 to 24 years old, a Baccalaureate degree holder, Single, Filipino citizen and Physically and mentally fit.

For the Officer Preparatory Course (OPC), an individual must be ready for the challenges of a 6-month special course of continuing education in leadership and ground warfare tactics prior to active duty field deployment. To qualify, one must be 21 to 31 years Baccalaureate degree holder, Single, Filipino citizen, Physically and mentally fit and Must be a graduate of the Probationary Officer Training Course with a reserve rank of 2Lt.

Likewise, qualifications for Candidate Soldier Course (CSC) are the following: 18-26 years old, High School graduate, Must be 5’0 in height and Physically and mentally fit

DTI Capiz sets out-of-town helmet inspection

ROXAS CITY—An inspection and sticker marking on motorcycle helmets will be conducted by the Department of Trade and Industry (DTI) Capiz Provincial Office in Sigma, Capiz Oct. 24.

“We are open for requests from the local government units as long as there is no conflict on our schedule,” said DTI Capiz Business Regulation and Consumer Welfare Division (BRCWD) head Angelita Colmo.

On Sept. 28, the helmet inspection and stickers marking was conducted by DTI Capiz catered to 21 helmet owners in Sapian town.

She added that there are about 44,000 motorcycles based on Land Transportation Office (LTO) Roxas City estimate.

Based on the Motorcycle Helmet Act of 2009 which will be strictly implemented on Jan. 1, 2013, motorcycle drivers and back-riders caught not wearing the standard protective motorcycle helmet will be fined P1,500 by the Land Transportation Office (LTO).

The motorists’ headgear must be sealed with Philippine Standards (PS) or Import Commodity Clearance (ICC) stickers by next year to avoid penalties from Motorcycle Helmet Act implementers.

The order was originally for implementation on Aug. 1 this year.

However, the Department of Transportation and Communications (DOTC) has ordered LTO to defer enforcement of the Helmet Act until Jan. 1, 2013 upon the request of DTI to give them more time to complete inspection of motorcycle head gears nationwide.
