Same, old faces seek Capiz leaderships

ROXAS CITY—Nothing seems new insofar as the personalities running for public offices in next year’s elections in Capiz is concerned.

For one, the Liberal Party (LP) in Capiz has adopted a ‘status quo’ in dealing with its members. This means that the incumbent local officials under LP will still be its official bets in the 2013 national polls.

Leading the list of LP candidates is incumbent Gov. Victor Tanco, Sr., who is seeking his final term as Capiz governor. His running mate is Vice Gov. Esteban Evan Contreras.

Running against Tanco is Joel P. Longares of the United Nationalist Alliance (UNA), a new alliance headed by Vice President Jejomar Binay.

Likewise, Rep. Antonio del Rosario (LP) of the province’s first district is seeking his last term in the same post, up against Zenon Eslaban Amoroso, running as independent; Jesus Maria Jose Avelino of the National Unity Party (NUP); and Condrado Tinsay, independent.

For the province’s second district, LP has fielded Sigma Mayor Maria Andaya to challenge erstwhile Rep. Fredenil Castro, seeking to reclaim his former seat under NUP.


Meanwhile, the Roxas City race is on between incumbent Mayor Angel Alan Celino and former City Mayor Vicente Bermejo, whom Celino defeated by a narrow margin of 600 votes in the 2010 elections. Bermejo is attempting to regain the mayorship under NUP.

6 Army recruitment exam centers set for WV

More than 2,400 service member aspirants are expected to take the scheduled Philippine Army Aptitude Test Battery (PAATB) and other Army pre-entry examination in six testing centers in Western Visayas in October.

“We are preparing accordingly for the dates set in this region. As we have experienced in Samar and Leyte provinces in August, exam centers had more than 400 examinees each”, said Maj. Joseph Laguna, chief of the Army Recruitment Office (ARO) for the Visayas.

“Unlike earlier examinations in August conducted only for officer-candidates, the upcoming tests will include tests for Candidate Soldier (CS) aspirants. Those who will be qualified for CS training will most likely be allotted to the 3rd Infantry Division (3ID). Officer candidates will train at the Officer Candidate School in Tarlac province”, added Laguna.

“Human resource has always been one of the most important components of any organization. The assignment of exam centers in various parts of the region will definitely broaden the pool of candidates for soldiery as we choose the best among the best for the Army”, said Maj. Gen. Jose Mabanta, Jr., 3ID Commander.

The ARO team will be coming over in the islands of Panay and Negros in October for the scheduled PAATB examinations. The team will be augmented by personnel from the 3rd Infantry (Spearhead) Division human resource office.

Examinations are scheduled to be conducted in six sites on: October 1-2 at the covered court of the 3ID Headquarters in Camp Gen. Macario Peralta in Jamindan, Capiz; October 3 at the Dayao Campus of the Capiz State University in Roxas City, Capiz; October 4-5 at the new site of the Western Institute of Technology in Iloilo City; October 6 at the West Negros University, Bacolod City; October 7 at the Negros State College of Agriculture, Sipalay City; October 8 at the Negros Oriental State University, Dumaguete City.

The required qualifications can be viewed at the Philippine Army recruitment website at http://www.army.mil.ph.

According to the Philippine Army recruitment website, “Officers in the Philippine Army are Soldiers for peace and progress. Armed with tactical skills and partnership perspectives, the Army Officer serves the twin objectives of defense and development. An Army manned by men and women of versatile expertise, ready to respond to the challenges of growth and development”, the Army said.

Monthly gross Pay and allowances for Candidate Soldier reach P 13,326, 19,062 for enlisted Personnel with a rank of Private, P32,668 for an Officer Candidate to P37,770 once called to active duty as a 2nd Lieutenant.

“A life in the service has the privilege of insurance and healthcare benefits, billeting and housing privileges, job security, leadership and other skills trainings, opportunity for career advancement based on performance, opportunities for post graduate studies both within the country and abroad and an opportunity to lead in the Army”, the Army added.

Those who plan to take the Officer Candidate Course (OCC) must prepare to undergo one full year of rigorous training in soldiery and leadership. Upon completion, the candidate will be commissioned by the President as Second Lieutenant in the Regular Force. To qualify, one has to be 21 to 24 years old, a Baccalaureate degree holder, Single, Filipino citizen and Physically and mentally fit.

For the Officer Preparatory Course (OPC), an individual must be ready for the challenges of a 6-month special course of continuing education in leadership and ground warfare tactics prior to active duty field deployment. To qualify, one must be 21 to 31 years Baccalaureate degree holder, Single, Filipino citizen, Physically and mentally fit and Must be a graduate of the Probationary Officer Training Course with a reserve rank of 2Lt.

Likewise, qualifications for Candidate Soldier Course (CSC) are the following: 18-26 years old, High School graduate, Must be 5’0 in height and Physically and mentally fit

Those who are to proceed at the examination centers should bring the following requirements: NSO Live birth certificate, Transcript of records or college diploma, ballpen and a pencil

DTI Capiz sets out-of-town helmet inspection

ROXAS CITY—An inspection and sticker marking on motorcycle helmets will be conducted by the Department of Trade and Industry (DTI) Capiz Provincial Office in Sigma, Capiz Oct. 24.

“We are open for requests from the local government units as long as there is no conflict on our schedule,” said DTI Capiz Business Regulation and Consumer Welfare Division (BRCWD) head Angelita Colmo.

On Sept. 28, the helmet inspection and stickers marking was conducted by DTI Capiz catered to 21 helmet owners in Sapian town.

She added that there are about 44,000 motorcycles based on Land Transportation Office (LTO) Roxas City estimate.

Based on the Motorcycle Helmet Act of 2009 which will be strictly implemented on Jan. 1, 2013, motorcycle drivers and back-riders caught not wearing the standard protective motorcycle helmet will be fined P1,500 by the Land Transportation Office (LTO).

The motorists’ headgear must be sealed with Philippine Standards (PS) or Import Commodity Clearance (ICC) stickers by next year to avoid penalties from Motorcycle Helmet Act implementers.

The order was originally for implementation on Aug. 1 this year.

However, the Department of Transportation and Communications (DOTC) has ordered LTO to defer enforcement of the Helmet Act until Jan. 1, 2013 upon the request of DTI to give them more time to complete inspection of motorcycle head gears nationwide.
